Romualdo Ricardo Jiménez Oreamuno was President of Costa Rica three times: from 1910 to 1914, from 1924 to 1928 and from 1932 to 1936. He is one of the most famous lawyers in the history of Costa Rica and is a graduate of the University of Santo Tomás. Shortly after taking power in 1910, the province of Cartago was hit by a strong earthquake that destroyed most of the city and left hundreds dead. One of its main challenges was rebuilding the largest city in the country at the time. After the earthquake, Jiménez banned construction of baked bricks. Another noteworthy aspect of his first term was to consolidate the country's foreign debt with paying a large portion of the debt to France. During his second term, he established the National Insurance Bank, the Mortgage Credit Bank, the School of Agriculture and established the Ministry of Health. He also began electrifying the Pacific railway network and established the Port of Puntarenas Pacific.
